The Ocean Breakthroughs

The Ocean Breakthrough is designed as a transformative framework to unlock the full potential of the ocean – acknowledging it is Earth’s largest living space and a powerful ally in climate mitigation, adaptation, and biodiversity protection. Developed in 2023 by members of the ocean community united under the Marrakech Partnership on Ocean & Coastal Zones, with the support of the HLCC, it sets forth five major pathways to achieve a healthy and productive ocean by 2050, starting with decisive milestones to reach by 2030.

Central to the Ocean Breakthrough is the Marine Conservation Breakthrough which aims to mobilise at least USD 72 billion by 2030 to secure the integrity of ocean ecosystems by protecting, restoring, and conserving at least 30% of the ocean for the benefit of people and climate. The Marine Conservation Breakthrough includes two ecosystem-focused Breakthroughs, the Coral Reef Breakthrough and the Mangrove Breakthrough, with others under development.

The Marine Conservation Breakthrough includes two ecosystem-focused targets: 

 

These initiatives focus on safeguarding some of the most vulnerable and valuable coastal ecosystems. Investments in coral reefs and mangroves will yield high-impact results across climate resilience, biodiversity protection, food security, and sustainable livelihoods.

Together, these efforts represent a critical opportunity to deliver on multiple global commitments and accelerate progress toward a nature-positive, climate-resilient future.
